CONURBATION Transport Authorities will have extensive powers to provide public transport services and promote the construction of new facilities if Parliament agrees to Mrs. Castle's proposed legislation.

The Minister promised this in the Commons this week, adding that in so far as implementation of the Authorities' plans required financial assistance from the Exchequer they would need her approval.

She said, too, that she envisaged the CTAs would have broadly the same power to raise capital as local authorities had at present.
