'FOLLOWING the recommendations 1 of the Carnock Committee of 1939, a new Bill was published, last week. which should do much to speed the flow of traffic over streets subject to tearing up•to permit the laying of pipes, mains and cables.

Entitled the Public Utilities Etreet Works Bill, the new measure codifies procedure attendant upon such road work, replaces all existing codes and governs any new power which may he given to public utilities. Comprehensive provisions in the new Bill require that before starting work in streets. the undertaking concerned must settle with other interested parties, how•and where the work shall be done. If agreement cannot be reached, the matter will be settled by arbitration.

Provision is also made that roads must be properly reinstated, that interference with traffic shall. be minimized and that no further excavation shall take place for 12 months after the road has been reconstructed.
