Which of the following most accurately describes the problem?

• South London haulier A&J Bull has lost its fight for a link road from its £3m depot to the nearby main road. Last week the local council accepted residents' objections to the plan (CM 20-26 Feb).

Bull began building its waste transfer station on Benedict Wharf, Mitcharn over two years ago, after the Conserv a t ive-controlled council agreed it could have a link road leading in to the London Road from Church Road, allowing its vehicles access to the north and south.

But when Labour won the council in 1990 it decided to shelve the proposal subject to public consultation on its unitary development plan, which looks at all aspects of transport in the borough.

If the road scheme goes Bull told CM it will consider moving to Bedford, taking 400 jobs out of Mitcham.
