Which of the following most accurately describes the problem?

INVESTMENT in new roads will help the economy and reduce unemployment, former Freight Transport Association president Len Payne said this week, In a pre-Budget call for a change in Government spending policy, Mr Payne told FTA members in Sheffield that such a change would bring fresh employment at a price already being paid in dole benefits.

"In his forthcoming Budget, the Chancellor has the opportunity to start buying Britain out of recession. A stagnant economy and three million people out of work cries out for an imaginative stimulus," Mr Payne asserted. "Not a bonanza which would mainly benefit foreign imports, but a boost for hard hit home industries. Investment in roads would bring precisely the type of economic stimulation required," he said.
