Which of the following most accurately describes the problem?

THE EEC Commission has confirmed that modification of the European Agreement on International Road Transport (AETR) now under discussion Will lead to the recognition of tachographs by non-EEC countries.

This will solve the problem described to the Commission in a written question from Dutch MEP Willem Albers, who recalled that tachograph discs have no legal validity in Sweden and non-Swedish lorries must produce an individual driver's log-book.

Transport commissioner Georges Kontogeorgis, agreed that this situation could lead to difficulties for Community residents.

Because tachographs were considered a better means of control than log-books, the Commission had endeavoured to have AETR legislation modified to allow for their recognition in non-Common Market countries.

This had now been agreed and was now waiting final acceptance by the contracting parties. With these amendments in the pipeline, no individual discussions between the Community and Sweden were considered necessary.
