Which of the following most accurately describes the problem?

THE GOVERNMENT has been strongly attacked for its " absurd " policy of axing road spending while continuing to pour money into the railways.

Mr R. Phillipson, the director of the British Road Federation, accused the Government in its public expenditure White Paper (CM last week) of ignoring the fact that as the economy recovered traffic would increase. By reducing spending on motorway and trunk road construction it was pandering to the rail unions.

This made "a nonsense of the Secretary of State's claim that this is the right balance of transport spending," said Mr Phillipson.

The BRF believed that many of the by-passes for historic towns were now at risk in addition to the motorway programme. It was absurd that non-productive spending on rail would continue while productive spending on road was again axed. Roads which BRF considers at high risk are M3 Compton Bassett, Hampshire; M27 South Coast; M25 London Orbital; M40 Oxford-Birmingham; M63 Stockport East-West by-pass and A6 (M) Stockport North-South bypass; M53 Mid-Wirral; M64 StokeDerby; M65 Calder Valley route Al (M), Herts; Al Gosforth by. pass; A59 (M) Preston—M58 in. eluding the Preston Southern and Western by-passes; Kirkhamgatt —Pudsey—Dishforth link; Man chester-Sheffield route; A660 Otley by-pass; A65 Ilkley by-pass; Alces ter link; A49 Whitchurch by-pas5 and A5 and A49 Shrewsbury by pass; A41 Aston Clinton by-pass Kidderminster Eastern by-pass North Devon link; A30 Okehamp ton by-pass; A3 Milford and Peter field by-passes; A45 Ipswicl Southern by-pass; A2 Canterbur ny-pass.
