Which of the following most accurately describes the problem?

regulations now being circulated for comment.

An amendment of the Motor Vehicles (Construction and Use) Regulations 1973 will alter the tolerances allowed on speedometers from plus or minus 10 per cent to no negative tolerance and a positive tolerance of 10 per cent plus 4km/h. Dials will be required to be marked in mph and km/h and the maximum speed for exemption from fitting speedometers will be raised from 12mph to 16mph.

The amendments on speedometers are necessary to bring the present C and U Regulation 18 into line with EEC Council Directive 75/443/EEC.
