Which of the following most accurately describes the problem?

AFTER Mr George Hutchinson, the present traffic manager of Tyne and Wear PTE, had provisionally accepted the Grampian Regional Council post of director of public transport, ,Tyne and Wear PTE offered him an internal promotion and he turned down the Grampian job.

This has caused a row between the two undertakings. Grampian Regional Council is to make strong representations to Tyne and Wear PTE saying that its action was contrary to the conditions of the contract of the employee concerned and an encouragement to people to default from their agreement.

Grampian Council has now announced the promotion of Mr John S. Westaby, 36, from deputy to director of public transport. The post carries a salary of £11,253 rising to £12,099. Mr Westaby was interviewed at the same time as Mr Hutchinson, and three other candidates, but the job was offered first to Mr Hutchinson.

Tyne and Wear PTE replied to the claim that after the appointment by Grampian of Mr Hutchinson, he had been offered a senior post by his present employers. Tyne general manager Mr Desmond Fletcher said there was no question of trying to outbid anyone.

The maximum salary scale for the job Mr Hutchinson had taken was the minimum figure for the Grampian post. The job was a new one created after reorganisation of the Executive and it arose after the Aberdeen appointment. In his new post Mr Hutchinson would be a key figure in a big Metro development in the Newcastle area.
