Which of the following most accurately describes the problem?

AN ASSURANCE of freedom from industrial disputes if the Danish operators of " Bacat " (Barge Aboard Catamaran Ship) services will operate to London Docks has been given by Mr Llan Lee Williams, chairman of a new organisation, Transport on Water.

In a letter to The Times Business News (February 23) Mr Williams says the "blacking" of the Bacat goods transport system by some Hull dockers in 1974, "blacking" which extended to the inland terminals of Hull road transport operators, has implications for the future of water transport in other British ports.

Shop stewards representing the dock, waterway and road haulage industry throughout the country agreed an official policy that barge-carrying ships should be worked, says Mr Williams, but the unofficial committee in Hull refused to accept this official policy.

If the Danish Bacat ship owners respond to Mr Williams's assurances, thus bringing back trade to moribund Londan docks, East London hauliers stand to benefit.
