Which of the following most accurately describes the problem?

THE possibility of setting up a vehicle observer corps to deter thefts and locate stolen vehicles in the West Riding was discussed at a meeting in Leeds last week at which the R.H.A., T.R.T.A., B.R.S. and the local constabulary were represented.

The suggestion was made that in each of the nine road haulage sub-areas in the Riding there should he a contact man to liaise with the police, and that subarea organizations should set up search parties with valuable local knowledge.
