Which of the following most accurately describes the problem?

STEPS are being taken in regard to the issue of contract tickets for commercial vehicles using the Mersey Tunnel_

Birkenhead Chamber of Commerce have been informed by the tunnel committee that this cannot be done, although contract tickets are issued for private cars. This is to encourage traffic but, say the committee, that would hardly apply to commercial vehicles, for which special tolls are in force.

The chamber have asked for the support of Liverpool Chamber of Commerce in the matter, and the transport • committee of this body are collating information. Difficulties involved lie in arriving at a reasonable contract rate, also big transport users would not be able to confine their tunnel traffic to specific vehicles.

The tunnel committee hold that operators who do not wish their drivers to hand over money at the toll booth should either purchase prepaid tickets or open an account.
