Which of the following most accurately describes the problem?

A PETITION asking him to postpone

approval of the proposed increases la Aberdeen's fares until the transport department's efficiency has been investigated will be presented to the Scottish Licensing Authority when he sits to consider the proposals in Aberdeen on March 26.

It is hoped that the petition, which is being organized by three Aberdeen men, will have at least 2,000 signatures by tomorrow, the last day for lodging it.

Among the proposals made in the petition is that one-man-operated buses be used in off-peak periods, and that "efficiency experts" be employed to investigate the workings of the department.

The Confederation of Shipbuilding and Engineering Unions have also protested against the proposed fares increase.
