• The Transport & General 'Workers Union believes the introduction of the Social Chapter, which will lead to the setting up of works councils, could happen "sooner rather than later" following talks with European Commission officials.
TGWU national officer for road transport Ron Webb says that "the clear message is that it is going to happen".
The union is already talking to hauliers about the councils. It has requested a meeting with Deputy Prime Minister John Prescott the Social Chapter will be on the agenda, says Webb.
