Which of the following most accurately describes the problem?

David Howell with "an interesting package of proposals" that involve the private sector in the development and improvement of the company's sites.

Mr Howell revealed this when he successfully asked the Commons to approve the Transport Bill, which allows the NBC to sell off some of its property.

He would discuss the proposals shortly with the chairman to try to agree the best way forward for the NBC and its customers.

Opposition transport spokesman Albert Booth was not so pleased with the prospect of the company losing some of its assets.

But his plea for the Bill to be rejected did not succeed, and it was passed by 282 votes to 217.

Transport Under Secretary Reginald Eyre put forward successfully changes in the powers in the Bill of those testing buses. One strengthened the provisions under which the Government could determine which examination of public service vehicles were carried out by the private sector.

Mr Howell said the money which came from the sale of NBC assets would be used to reinforce the company and to provide some resources to back up its other operations.

The Bill also dealt with other opportunities for the development and expansion of the passenger transport business. It would bring higher quality services and better facilities.
