Which of the following most accurately describes the problem?

• James Moffat Junior (Contractors) Ltd, of Edinburgh, received an 0 licence at Edinburgh on Tuesday for its existing three vehicles, limited to three years, but was refused the three additional vehicles that it had applied for.

From March 1, said Mr Campbell Wardlaw, representing the company, it had adopted a weekly and monthly documented check system. The MoT check on the three vehicles in January showed one to be deficient and an immediate prohibition was issued. It was accepted that tyres, brakes and steering were defective. Mr Moffat said that this was his first knowledge of the GV9 system and he hoped it would be his last. Mr A. B. Birnie, the Scottish LA, said that the firm ought to have known the requirements and the routines involved.
