THE BREWERY Logistics Group (BLG) fears that London Councils' decision to double delivery times in the capital is flawed and will lead to a mountain of paperwork with even more restrictions for brewery operators.

BLG chairman Mike Bracey has spoken out following the announcement by the Freight Transport Association that it had secured agreements with all 32 London boroughs to increase kerbside loading and unloading for LGVs to at least 40 minutes (CM 21 June).

Bracey welcomes the increase but points out that operators will still have to appeal against any PCNs (penalty charge notices) issued by parking attendants if they think they can prove they were delivering legitimately.

He adds that the process relies too heavily on parking attendants using their discretion and suggests that starting the 40-minute rule at llam is "ludicrous" and it should be moved to the afternoon. Bracey also believes that locations where delivery times are restricted by the presence of single yellow 'blips' on the kerb could force 40-minute delivery times back to 7am or 8am when operators are often busy.

"London Councils doesn't think things through," he says. "It's going to be more work and administration to prove we were delivering."

However, FTA policy manager GordonTelling says:"Let's change one thing at a time. Let's see if it works."

Referring to Bracey's warning about a reduction in some delivery times,Telling says: "He has a point, but it's specifically for the times his members deliver in.The FTA as a whole applauds it;most [operators] would say they are delighted with 40 minutes."
