Which of the following most accurately describes the problem?

• Vans face new exhaust tests under the latest "Green" crackdown announced by the Government. They will have to pass a special check on exhaust pollution before securing an MoT certificate, says Transport Secretary Cecil Parkinson, and roadside checks will include exhaust inspections.

Some sixteen million cars and light vans over three years old will be tested for carbon monoxide, carbon dioxide and hydrocarbon emissions as part of the MoT test.

Vehicles with catalytic converters or diesel engines will be excluded from the extra emission checks.

The change is expected to push up the cost of the MoT test, but Parkinson expects vehicle owners to save up to 15% on fuel bills.
