• Lorry drivers could be given legal permission to overtake on the inside, once the M25 motorway is converted to eight lanes.
The London orbital route could be reclassified as a USstyle "freeway" in a new bid to improve traffic flows, and other sections of the motorway network could also be declared freeway routes once they have been converted to eight-lane super highways as part of Transport Secretary Cecil Parkinson's 22bn plan to improve Britain's trunk roads.
Supporters of the system claim that allowing inside overtaking improves traffic flow and also overcomes the dangers caused by vehicles bogging the outside lane.
"Lane discipline is a worrying problem in Britain," says the Department of Transport.
