Which of the following most accurately describes the problem?

• Western Deputy Licensing Authority John Robins has rejected environmental representations against a proposed operating centre in Bentham, Gloucestershire, said to be designated as an "area of outstanding natural beauty", after visiting the site.

R F G Jones & Son, trading as Ronsons Reclamations, had applied for an additional operating centre for its one 7.5-tonne tipper at Bentham Old Hall. The application attracted environmental representations from three local residents, and, following a Cheltenham public inquiry, the DLA reserved decision pending a visit.

In his decision, Robins said that a grant would not have any significant adverse effect upon the representors' enjoyment of their properties.

The proposed operating centre was not visible from the properties owned or occupied by the representors.

Robins granted the application subject to a condition that no authorised vehicle should enter or leave the operating centre otherwise than between 07:30 and 18:00hrs Monday to Friday, or between the hours of 07:30 and 12:00 on Saturdays; with no vehicle movement to take place on Sundays and bank holidays.
