Which of the following most accurately describes the problem?

• The Cleveland bus war shows signs of ending as the two main contenders reach an agreement giving both operators vehicles savings on Middlesbrough routes. Main operator Cleveland Transit and relative newcomer Teeside Motor Services have together saved 15 buses in an exercise which includes a registered agreement for the operators to share two routes out of Middlesbrough.

Cleveland has redeployed some of its seven buses on a new limited stop service to the Hardwick estate in Stockton which competes directly with local independent Delta Coaches.

TMS, which was recently acquired by Caldaire North East, has reduced its fleet by eight and has undergone further rationalisation with fellow CNE subsidiary Tees & District, saving a further four buses for TMS.

Competition continues between the three companies in other parts of Cleveland, but rationalisation on the Stockton to Middlesbrough and Stockton to Billingham corridors has reduced departures from Stockton High Street and reduced the congestion which had already promoted a traffic commissioner's enquiry.
