Which of the following most accurately describes the problem?

• Transport Secretary John Moore was to meet a delegation from the Transport and General Workers Union on Thursday this week to discuss their worries about the new 'EEC drivers hours legislation.

But the Government has made clear that ministers believe that the new proposals will cut unnecessary burdens on the road haulage industry while at the same time paying proper attention to road safety.

Junior Transport Minister Peter Bottomley told MPs in a Commons reply that the new regulations, which come into effect on September 29, while not fully meeting all the Government's objectives, they would nevertheless benefit both sides of the road haulage industry.

Drivers would get more weekly rest, longer breaks and less driving.

Greater flexibility would allow daily driving and rest periods to be varied to suit operational needs. That would help both operators and drivers who would have a new right to specify where compensatory rest was taken.
