• The standards of safety and maintenance in the road haulage industry are not good enough, Junior Transport Minister Peter Bottomley says.
The failure rate at the annual HGV test remains "too high" at nearly 23%, he told Opposition transport spokesman Peter Snape.
On average, more than 18% of lorries inspected at the roadside were issued with prohibition notices, he added.
