Bottomley pointed out that the limit on daily duty would be retained for driving not covered by the EEC rules.
Bottomley has rejected the union's argument that the Government's proposals would lead to longer working hours, greater driver fatigue and more accidents.
There is no clearly established link between driving hours and tiredness, he said.
Peers had recommended that drivers should be given the ability to reach home and relax properly rather than having to take makeshift rest in their cabs.
"Abolition of duty limit will give drivers more freedom to do this," he said.
