Which of the following most accurately describes the problem?

• France has brought in tougher measures for drunken driving including immediate confiscation of licences for up to 72 hours in the first instance.

Drivers exceeding the maximum permitted dose of alcohol in the bloodstream (0.8 grammes/titre) face a sixmonth driving ban.

Drivers showing obvious signs of intoxication or returning a positive reading in a breath test will have their licence taken away until at least a blood test has been taken.

Their vehicles will be immobilised unless somebody fit to drive can be nominated to continue the journey.

A similar system is in operation in Belgium except that the licence can be confiscated for only six hours at the most.
