Which of the following most accurately describes the problem?

AS PART of its efforts to wean a prodigal public away from petrol, the US Federal Government is to meet about a quarter of the cost — some $1.7 million — of buying and running 75 electric cars and trucks for three years. They will be operated by electricity companies in Florida, California and Hawaii and will have a cruising range of at least 50 miles at 50mph.

The information made available to the Government by the companies will be passed on to motor manufacturers and others. This is a more constructive way of saving liquid fuel than fitting one of the miracle economisers that appear from time to time. Mind you, inventors are not always to blame for the claims made for their fanciful brain-children.

A man who invented a preheated-fuel carburettor in Montreal, Canada, in 1936 was so embarrassed by the extravagant publicity gratuitously given to it in newspapers and magazines that he went into voluntary exile for 20 years. Eventually he emerged to explain that he had made none of the wild claims and was in fact still trying to develop the carburettor.
