Which of the following most accurately describes the problem?

• The PIB approved 6d a mile minimum London bus and tube fare proposal from the London Transport Board was reduced by the Transport Tribunal last week to 5d. It will come into effect on August 4, together with a rise from 8d to 9d for a two-mile journey and new scales for longer journeys and for coach fares and season tickets.

The Tribunal said that this was not the time to impose a 6d increase. To raise the minimum fare by 2d in one operation would "run serious risk of doing more harm than good".

Mr. Maurice Holmes, chairman of London Transport, said: "The 'Tribunal's de cision is a setback to London Transport's efforts to reduce its fares structure which is an essential part of its plans to streamline and modernize ticket issue and fare collection, and so reduce manpower demands and cut costs.

"The National Board for Prices and Incomes reported in favour of London Transport's proposals for fares increases on March 7 last. It commented, however. that the application is not founded on detailed market 'research and does not, therefore, seek in any substantial way to vary the increases according to those portions of the traffic best able to bear them."
