Which of the following most accurately describes the problem?

• In a written decision, the North Western deputy LA, Mr. A. H. Jolliffe, has refused the application by Terence Regan of Bootle to substitute the two vehicles authorized on his A licence by two others to be hired (CM June 21).

Before the death of his father who managed it, the company had acted as subcontractors for Regan Bros. (Haulage) Ltd., London, but one vehicle had disappeared and one had been scrapped, Mr. Regan had told the deputy LA.

Mr. Jolliffe said that the information given was too vague to confirm that there was now an established business, but that the company could proceed with a new application if it so wished.
