Which of the following most accurately describes the problem?

1-1A FTER 39 local authorities had with

drawn their objections, the South Wales Traffic Commissioners in Cardiff on Tuesday granted fares increases to the Western Welsh Omnibus Co. Ltd.. Rhondda Transport Ltd. and Red and White Services Ltd.

The chairman of the Commissioners. Mr. Ronald Jackson, on hearing that a last-minute meeting between the parties had resulted in a settlement, complimented the companies and the authorities on their " sensible attitude ". Mr. Jackson said that an undertaking by the local authorities to support the bus companies if at any time they found it necessary to improve their financial position, other than by increasing fares, was particularly reasonable.

The authorities had agreed to withdraw their objections if the companies amended their applications, which they then did.

Mr. F. H. Pengelly, traffic manager of Western Welsh, said that when the railways in the Monmouthshire valleys were withdrawn the company had expected to gain additional revenue of £36,000 a year from this source, but it had received only £12,000 and instead of running 210,000 extra miles was covering only 100,000.
