Which of the following most accurately describes the problem?

THE Eastern Licensing Authority, Mr. 1W. P. S. Ormond, in a reserved decision made known last Friday, allowed Tower Transport (Southend-on-Sea) Ltd., to switch one vehicle from B to A licence. The company had asked to transfer 12 furniture vans from B to A licence with the user new furniture and packing materials, England. Scotland and Wales." (The Commercial Motor, May 3 aid June 28.)

In his decision. Mr. Ormond said that the applicant had not made out a case for such a substantial application.

There was, however, evidence that the existing A-licensed vehicle was working "under pressure" in respect of traffic which was marginal to the normal user.
