Which of the following most accurately describes the problem?

• The Office of Fair Trading has asked the airport authority BAA, which owns Heathrow and Gatwick, to explain its huge proposed increases in bus and coach charges — and as a result the BAA has decided to delay the increases until the result of the enquiry is known.

The Bus and Coach Council says: "This is round two to us. We first managed to delay the charges for four months until January and now the increases have been postponed again because of all the official cornpaints." The BCC has complained to the Civil Aviation Authority and operators have sent letters to the Office of Fair Trading and Department of Transport.

The OFT says it will be some time before a decision will be made on whether an investigation by the Monopolies and Mergers Commission is necessary.
