A PICTURE of pensioner § and young mothers trapped in bleak, busless housing estates is painted by the Scottish Consumer Council.

The council has warned that such groups, as well as the unemployed, could be hardest hit if deregulation takes place.

In its response to the Scottish Office on the Government's White Paper on buses, the SCC stated: "To move from a position of total regulation to total deregulation in Scotland is like a leap in the dark. The risks are high, and the consequences of failure could be costly."
