Which of the following most accurately describes the problem?

AVERAGE FUEL PRICES in countries throughout the world are to be monitored by the International Road Transport Union (IRU). For hauliers or coach operators involved in international work they make interesting reading, showing the up-to-date prices of both diesel and petrol in foreign countries.

The list, which is to be published monthly, gives prices in 27 countries, and the first one for December 1979 illustrates the percentage increase in retail prices over the last 12 months.

Prefacing the list, the IRU points out that the average price increase during 1979 for crude oil was 37.5 per cent, but that retail diesel prices rose by up to 175 per cent in some countries.

Here are a few examples from the IRU list for December 1979, with prices converted to pence per litre: Country Quantity Increase in 1979 Sweden 12p per litre (65 per cent) USA 12p per litre (61 per cent) Spain 14p per litre (50 per cent) Italy 14p per litre (50 per cent) France 22p per litre (25 per cent) West Germany 25p per litre (15 per cent) United Kingdom 27p per litre (76 per cent) Switzerland 35p per litre (26 per cent) NB: One gallon = 4.546 litres.
