Which of the following most accurately describes the problem?

I refer to your leader of December 1 entitled ''Cowboy

Coachmen-. These people are, of course, a public nuisance and, as you say. the authorities seem unable to do much about

it. Surely the Traffic Commis sioners should be given powers to revoke a licence if it was found that the vehicle was parked regularly on the public highway overnight.

Quite apart from the nuisance aspect, however, there is one of security. Vehicles which are parked on the road or open spaces and left unattended overnight are magnets for vandals, who can easily immobilise the vehicle or worse, tamper with it and leave it in a dangerous condition. Many of these vehicles are used early in the morning on works or school contracts and in the winter they often arrive late if at all and most certainly they are cold and incomfortable.

If the authorities are unable to take any action, responsible employers and education authorities should refuse to consider tenders from these cowboy operators. That way they would be forced either to improve their standards or get out of business.
