Which of the following most accurately describes the problem?

Piggyback promotion

THE EUROPEAN Conference of Ministers of Transport held its 48th session in Paris recently. It was attended by ministers and delegations from European countries and representatives from Australia, Canada, United States, and Japan.

They discussed combined transport, particularly in the form of "piggyback" transport. A resolution was adopted requesting governments to promote piggyback and container transport wherever suitable.

The possible advantages in terms of energy saving, road safety and environmental protection were recognised.

In reply to a request from the Austrian delegation the council agreed to investigate the development and financing of international trunk roads.

The transport problems of the disabled and handicapped were also discussed. The council said that governments should ensure that authorities and other concerned bodies minimise any difficulties in this field. In particular, special transport services, improvements in public transport vehicles and terminals should be studied.
