Which of the following most accurately describes the problem?

CAA WARNING to members of Nottingham Chamber of Trade that the new interim -conditions of carriage of the Road Haulage Executive, which came into force on Monday, would require "careful watching" was recently given by Mr. J. L. Dalzell.

He was presenting the report of the traffic section and commented: " The general feeling of traders is that things are not as good as they were. It is taking longer to get goods transported than it used to do under the old scheme."

The Chamber is to conduct another survey of road and rail transport movements to see if there be any improvement in traffic timings. Exceptional delay in the transit of small goods from Manchester to Nottingham, via Leicester, was cited in particular.

Mr. Dalzell said that facts and figures were wanted to strengthen the Chamber's hands to get something done by the R.H.E.
