The bill is designed to protect employees who report behaviour which breaks civil law, or any miscarriages of justice such as employers acting fraudulently. It also covers dangers to health, safety or the environment, or cases where information may have been concealed.

Workers will be required to act in good faith, and must reasonably believe the matter falls into one of the protected categories when making a disclosure to their employer or an authorised regulator.
