Which of the following most accurately describes the problem?

The Department of Trade and Industry is consulting on proposed Draft UK Packaging (Essential Requirements) Regulations, which implement the EC Packaging and Packaging Waste Directive*. These regs will implement the Single Market elements of the EU Directive by prohibiting goods being placed on the market if the packaging does not meet certain standards which include: • Minimising packaging volume and weight • Facilitating recyling; • Minimising the presence of hazardous substances in emissions; • Placing limits on the concentration of heavy metal.

The regs are expected to come into force in May 1998.
