Which of the following most accurately describes the problem?

• The Government is committing itself to reducing, rather than accommodating, predicted road traffic levels, but its efforts are being branded an "inappropriate sideshow" by industry chiefs awaiting the White Paper. The Road Traffic Reduction Bill has now passed its second reading in the Commons and the Government has pledged to support its introduction but with amendments. The Bill outlines the duty of the Secretary of State "to set and publish targets for road traffic reduction in the UK".

Industry reaction has been less than enthusiastic.

Retail Motor Industry Federation chief executive Christopher Macgowan says: "The White Paper which will follow will be of such importance that any other bill is, frankly, inappropriate and a sideshow."
