Which of the following most accurately describes the problem?

I WAS concerned to read your leader of November 27 in which you say that the RTITB does not pay grants for management training. Before this view spreads, and makes the job of those in management training still more difficult, let me say that I know grants are payable for, at least, the following categories: 1. employees released on a part-time basis to attend college courses, etc; 2. for attendance at approved seminars and conferences; 3. employees sponsored on courses involving practical experience such as the Young Drivers' Scheme, and sandwich degrees and diplomas; 4. college-based students for periods of practical experience — which can be a low-cost, low-risk way to appraise potential management; 5. graduates accepted as management trainees. The Board is regrettably slow in making decisions at times, and obviously its uncertain future means that no grant can be guaranteed indefinitely. But I must agree with you that the talent is there — our students (mostly post "A" level) have some of it!

What they require, in evermore-difficult circumstances, is the practiudi training to support their commitment to the , industry and the management techniques acquired in their course, which will make them the "managers of tomorrow".

We shall be pleased to hear from any company that is interested in helping us — with finance from RTITB, naturally.
