Which of the following most accurately describes the problem?

• Workers in the West Midlands may soon be given half-fare travel vouchers for use on the local PTE's buses for journeys to and from work. The employers would be sold passes or vouchers which they would then issue to their workers, similarly, for instance, to luncheon vouchers.

The scheme, put forward by the West Midlands PTE, was being considered by a meeting of the Authority at the time of closing for press. It would be limited to the undertaking's own buses at present, although the Executive considers it should be extended to all forms of public transport in the Area, including the railways. The vouchers would be valid seven days a week, to enable people working at weekends to use them.
