Which of the following most accurately describes the problem?

and freight handling

by David Lowe Seaforth goes ahead

• Despite the financial problems of the Mersey Docks and Harbour Board which have been well aired in the national Press, work is still continuing on the Seaforth project. This will, at a cost of between £35rn and £45m, provide the port with four new container berths and six other berths devoted to specialist or general cargoes.

During a recent visit I was told that excavations to a depth of 48 /50ft were about complete and that the quay walls had been constructed. Sector gates between the new dock and the existing Gladstone container dock are at present being built.

The impression I gained was that the work is being progressed with all haste in the hope that the project, when completed, will help solve the problems of the Board. With Southampton making an all-out effort to attract container trade and Tilbury in full swing, it may be that the Seaforth scheme will be too late to regain the port's lost business.
