Which of the following most accurately describes the problem?

THERE was strong opposition to an application to the East Midland Traffic Commissioners, in Nottingham, by the Trent Motor Traction Co., Ltd., to run a group of -tours from Aspley. Objections were registered by Nottingham Corporation, Barton Transport, Ltd., and Messrs. Skills. The application was for a group of 13 evening mystery trips.

The chairman (Mr. J. H. Stirk) said that-a similar application was made two or three years ago, and was refused. " You are not providing a service to Aspley Estate. Why should not the operators who are ,providing a service have an opportunity of going to Aspley?"

In refusing the application, the chairman said that during the past six years the Commissioners had been engaged in laying down principles. One of the principles was the giving of an equal opportunity to all excursion operators from the Central bus station in Huntingdon Street, and the Commissioners saw no reason to alter their previous decision. If and when they decided to permit the running of tours from the city suburbs, they would do so only on the distinct understanding that all licensed excursion operators had the same opportunity.
