Which of the following most accurately describes the problem?

ro Tuesday night Parliament 16...../debated a money resolution, upon which a Bill will later be founded, altering the tenure of office of Chairmen of Traffic Commissioners, the Traffic Commissioner for the Metropolitan Traffic Area, the Chairman of the Appeal Tribunal and the President of the Railway Rates Tribunal.

The Chairmen of Traffic Commissioners number 1'2, are appointed by the Minister for a term not exceeding seven years and are eligible for reappointment.

The Chairman of the Appeal Tribunal is appointed by the Minister, after consultation with the Lord Chancellor, for a term of not less than three years and is eligible for reappointment.

The duties of the chairmen arc of a permanent nature, and it is proposed that the occupants shall bold office during His Majesty's pleasure and be eligible for pension on the scales of the Civil Service Superannuation Acts, subject to modifications. When the money resolution came before the House, the Labour members moved an amendment that, where the occupant of the office was entitled to any other pension, he should not receive more than one of them, In the discussion, members opposed the principle of giving those offices to men who already were receiving pensions in respect of other service.

Captain Hudson declared that the amendment did not affect the existing

officers. As regards future appointments, the amendment would subject the occupants to a disability which did not apply in other cases. If a timeexpired soldier, for instance, obtained civil employment under the Government, he continued to draw his pension and, at the end of his time, if eligible for another pension, he would draw both.

The amendment was rejected by 158 votes to 110, Further discussion followed on the resolution, which was carried by 133 votes to 89.
