Which of the following most accurately describes the problem?

Europe needs a single technology standard so that drivers can use a single type of in-vehicle reader. The two standards currently possible are DSRC and RISS. They have the following pros and cons.

DDSS: • Needs little expensive infrastructure can accurately and continuously monitor distances travelled; In vehicle units are more expensive; it is a new technology; it can support many charging systems; adopted by Germany and probably the UK.

DSRC: • Needs costly transponder points at motorway entrance and exits; limited charging system support EC has struggled to reach agreement on a DSRC standard based on 5.8CHz; adopted by Austria.

If the EC allows member states to choose their standard, drivers will effectively need two in-cab system.
