Which of the following most accurately describes the problem?

PRESTON-based Foster Tachographs have launched a low-key tachograph analysis service, Randomcheck, in time for the December 31 tachograph deadline.

The service, which will be available for 25 or more charts at a time, is designed to meet short-term requirements, such as staff sicknesses and holidays, and will include a computer print-out of tachograph infringements and drivers' apparent contraventions.

According to Foster, there will be no hooking-on fee for the service, and charges will be based on a sliding scale, depending upon the quantity of charts being processed.
