January 1 next sees the EEC driving licence regulations implemented in Britain. For vehicles with nine or more passenger seats, a driver will have to be 21 years of age and will have to have a certificate of driving competency unless a psv or an hgv licence is already held. Such a requirement has been in force for about 18 months for drivers of similar vehicles going to the Continent.
