Which of the following most accurately describes the problem?

• Applying successfully under Section 174 of the Road Traffic Act 1960 for the renewal of two A-licensed vehicles—there had originally been five on the licence—the Red House Garage Co. Ltd. was given a warning by Mr. D. I. R. Muir, the Metropolitan LA.

He said that before granting an operator's licence he would have to be satisfied that maintenance arrangements were working satisfactorily and that the vehicles were in good condition.

Company secretary, Mr. George Whittaker, admitted that the original five vehicles based at its Barking depot had been withdrawn from service because they were unroadworthy, and that the cost to put them right would have been too great.

He blamed the lack of maintenance on bad management. He said that at Barking. with only two vehicles in operation, there had been three managers and 12 drivers within the last year alone. New arrangements had now been made, however, whereby all the company's vehicles would be serviced at its Coventry headquarters where there were replacement and maintenance facilities under the direction of a skilled engineer and foreman fitter. As all the vehicles regularly passed through Coventry. he said, there would be frequent checks.

It was these arrangements that the LA doubted and which caused him to issue the warning. In granting the application he said he felt a case had only been made out for one vehicle but as this would be uneconomical the two vehicles would be granted.
