Which of the following most accurately describes the problem?

AN accident -at Tottenhill, Norfolk, in which a lorry driver was killed, has prompted Downham Market Rural District Council to send a resolution on vehicle lighting to the Ministry of Transport. They urge that lorries, and all other road vehicles, should carry some form of emergency lighting to be used if an electrical fault develops on the road. At their meeting last meek, the council were shown a battery-operated flashing red light which, it was suggested, would fulfil safety requirements: Earlier, they had heard that the lorry driver killed in their district had been standing at the back of his 'vehicle at night after his lights had failed.

One member; Maj. S. J. Pope, pointed out that it was compulsory to carry some alternative form of lighting when travelling on the German autobahns.
