REGULAT1ONS governing the use of NPreston By-pass were laid before Parliament last Friday and come into force today. They prohibit the stopping of a vehicle on the carriageway, except because of a breakdown or lack of fuel, oil or water, by reason of an accident, illness or other emergency, or to permit anyone on the vehicle to recover or move any object which has fallen on the motorway, or to help any other person in any of these circumstances.

In that event, the vehicle must he driven on to the grass verge as quickly as possible. No vehicle may, however, be driven on to a verge which is higher than the carriageway, or is on a bridge carrying the motorway or under a bridge crossing it. The vehicle must not stay on the verge longer than is necessary.

No vehicle may be driven on to, or stand on, the central reservation.

Reversing is forbidden, except when it is necessary to do so in order to he able to move forwards or to connect one vehicle to another. Learners are prohibited. • The use of the motorway for carrying abnormal indivisible loads is permitted at the discretion of the Chief Constable of Lancashire (The Commercial Motor, November 14). These provisions are contained in the Preston By-pass Motorway Traffic Regulations, 1958 (Stationery Office, 4d.). [The motorway is described on page 657.]
