Which of the following most accurately describes the problem?

rAA LORRY operated on contract-A licence by a Welsh haulier was found to be displaying a C licence when it was stopped on a return trip from Scotland, Bangor magistrates were told on Tuesday. The vehicle was carrying 8 tons of potatoes, yet it was supposed to work exclusively for J. H. Rylands, Ltd., Blackburn, said Mr. W. E. Davies, prosecuting. Before the court was John T. Roberts, Llandegfan, Anglesey, who was fined £10, with £3 13s. 6d. advocate's fee, for rot complying with the conditions of a C licence, not exhibiting an identity disc on the lorry, and altering his driver's records with intent to deceive. He denied the first two charges but admitted he third, Mr. Davies said the vehicle was stopped at Bangor. According to the driver's records, it had taken a consignment of slate to Edinburgh, where it was backloaded for Anglesey with potatoes. Later it was found that Roberts had changed the wording of the records to indicate that the lorry had returned empty. Mn J. Edward Jones, defending, pointed out that the 1933 Road Traffic Act was difficult to interpret and administrate. The more he specialized in that particular Act, the more complicated it seemed to be.
